Engineering Fortress — Bold Ideas: Technological Elite Tempered in Kharkiv's Safe Spaces

Recently, a project was launched in Kharkiv that, without exaggeration, determines who and what will rebuild Ukraine after the war. Based at the National Aerospace University "Kharkiv Aviation Institute" (KhAI), leading universities, academic scientists, and businesses created the North-Eastern Engineering and Scientific Cluster.
This is already the second regional hub of the All-Ukrainian program "Engineering Future of Ukraine" (Future of Ukraine: Engineering Renaissance). The first — the Dnidro-Eastern Center — was launched on June 22, 2026, in Dnipro. Next up are the West and the Center. However, for Kharkiv specifically, this event has a special, almost existential dimension.
Why right now? Because the staffing situation in the country is on the verge of foul play. According to GLOBAL ECONOMIC, Ukraine ranks seventh from the bottom in the global anti-rating for the level of "brain drain," and applications to technical universities dropped by a third this year alone.
Academician Volodymyr Semynozhenko, head of the North-Eastern Scientific Center and Vice-President of the National Academy of Sciences of Ukraine, stated without sugarcoating where we have ended up and where to move next:
Ukrainian technical education has covered a tough distance — from extreme survival under shelling and the destruction of academic buildings to a forced reboot for the needs of the front and energy sector. But we have a paradox: the country critically lacks engineers, while applicants continue to overwhelmingly choose law or management. If we do not unite universities with real production right now, in a few years there will simply be no one to rebuild the country.
A direct response to this challenge was the signing of the agreement not in bureaucratic offices, but in the newly built safe underground space of KhAI. Where just yesterday there were dark basements with piles of junk, today screens glow and educational equipment hums.
Interestingly, KhAI Rector Oleksiy Lytvynov, summarizing the results of the meeting on his social media page, recalls these years with a special feeling:
When the heads of Kharkiv universities gathered together in the new underground space to sign the agreement, I was washed over by a feeling of quiet, stubborn pride. Safe classrooms, lively eyes of students, the working hum from educational laboratories… How can one not be proud of this? These were three years of stubborn forward movement. Sometimes — literally under fire (the shrapnel that riddled the rector's office on April 6 will not let me lie). Three years when every day of work and every launched device weighed more than any declarations.
But creating a shelter is only half the battle. The main thing is to give the student not just a diploma, but a real job and modern skills. To this end, big business was brought into the cluster, in particular the company "Progresstech-Ukraine" — a key engineering partner of the aviation giant Boeing.
Company director Oleg Urusky explains why enterprises no longer wait for ready-made specialists from universities, but enter the classrooms themselves:
The time when business was simply a passive consumer of graduates has passed. We enter the educational process from the first year: 50–60% of the time the student gains a fundamental base at the university, and the remaining 40–50% — works on real industrial tasks, undergoes internships, and has mentors from production. Moreover, we are undertaking the professional development of the lecturers themselves. Teaching modern aviation engineering is only possible when you yourself keep your finger on the pulse of global technologies every day.
Universities, Industrial Giants,
and Lyceum Projects
The Kharkiv cluster united six leading universities of the region at once: KhAI, NTU "KhPI", NURE, O. M. Beketov National University of Urban Economy, KhNADU, and UkrSURT.
This allows covering the entire spectrum of needs — from airplanes and IT to railways, bridges, and urban infrastructure.
Schoolchildren are also drawn into the chain through the Minor Academy of Sciences (MAS), while the St. Volodymyr Charitable Foundation provided financial and organizational backing.
Among other industrial partners waiting for cluster graduates are the flagships of domestic production: JSC "Ukrainian Energy Machines", JSC "Svitlo Shakhtarya", SE SPO "Kommunar", PJSC "Yuzhcable Works", and Kharkiv State Aircraft Manufacturing Company.
It is precisely such cooperation that allows tying educational programs to the practical needs of the industry and gives graduates a clear guarantee of employment in Ukraine.
The work scheme is simple and clear: School (STEM clubs, hackathons) ➔ University ➔ Cluster ➔ Job at a high-tech enterprise.
A special emphasis will be placed on supporting youth research and engineering startups so that promising ideas do not remain on paper, but are quickly brought to serial production.
From Drones to Artificial Intelligence
The technological priorities of the Kharkiv cluster are formulated according to the strict demands of the times. These are:
Unmanned aerial systems and defense technologies;
Aviation and space technology;
Artificial intelligence, robotics, and digital engineering;
Additive technologies (3D printing with metal and composites), new materials, and cybersecurity.
According to Academician Volodymyr Semynozhenko, a Coordination Council and a working group have already been formed to prepare a detailed action program, which will soon be presented to the regional leadership.
Engineering as a Prerequisite for Survival
Now, when the country fights for its independence every day, creating such a cluster in Kharkiv is not about diplomas. It is about who tomorrow will design Ukrainian drones, restore destroyed power units, build bridges, and create sky defense systems.
Kharkiv proves once again: the city does not just hold the blow — it is building the engineering matrix of future Ukraine. And this future begins today in the safe underground spaces of KhAI.
